West of the barracks at the center starting from the left are St. John's Cathedral, residence of Augustine Heard & Co.'s taipans, City Hall located on the waterfront and the clock tower, Roman Catholic church and the praya (the present day Des Voeux Road) in the background. Houses were built along the hillside.

The general layout of Victoria was already well established in the 1870s.
