Tempting Fate

The Hong Kong government, in its infinite wisdom, has decided not to legislate against telemarketers.

Instead it has decided to go with a "voluntary code of practice", meaning telemarketing companies will self-police to ensure they are following the rules, such as calling only within certain hours and identifying themselves immediately when calling.

That's like leaving the door to the chicken coop open and letting the fox decide whether or not it's okay to go inside.
