A Total Wash

The Hong Kong Nanny Service government, with nothing better to do, is advising citizens to wash their hands for 20 seconds because according to its studies 10 seconds isn't long enough.

I recall the government promoting a 10-second minimum not long ago, and even then that was annoying. If people are too stupid to wash their hands properly they deserve to get sick. Whatever happened to the idea that parents should teach kids proper hygiene?

And where do I apply for my tax dollars to be better spent, such as, oh, getting someone out of a cage home?
