Despite a law against blaring the horn for any reason other than to warn people of imminent danger, Hong Kong drivers are getting worse.

That's because the police have been slacking off in writing up the pinheads (taxi drivers are by far the worst offenders) who think that 10-second blasts in narrow lanes will get traffic flowing in an instant. The fine is fixed at HK$2,000 (about US$255), but it's not much of a deterrent if it isn't used.

And the government's brilliant solution? More nanny "educational" TV commercials.

Oh, that'll be effective with drivers pulling 12 to 16-hour shifts ...
