Not (Yet) A Terrorist Target

Hong Kong's Secretary for Security says no specific intelligence exists that suggests Hong Kong will become a terrorist target.

I would agree: the city is still of value to them.

But once the loopholes are closed and the terrorists have exhausted all possible means of laundering money through the banking system, all bets are off.
