Goofy Graffiti

While waiting for the #40 minibus in Causeway Bay, I noticed some graffiti on a stall next to the stop.

Aside of a single English word beginning with F, the rest was in Chinese, so I asked my wife what it said.

She paraphrased the two sentences as: "the butt is itchy" and "the Queen is hairy".

I don't get it either.
