On June 8, 1973, Peter Fitzroy Godber, now one of the most notorious police officers in Hong Kong history, clipped on a special security permit, bypassed customs and stepped onto a London-bound plane, calmly slipping through one of the tightest security networks ever assembled by local authorities.
