UV, or Not UV?

The Hong Kong Observatory has rolled out its latest service: the UV index forecast.

The assistant director said:

The UV index is affected by the position of the sun, and amount of cloud and smog. Thick clouds and ozone help cut down the UV significantly.

So the worse the air pollution, the less we have to worry about sunburn?
