I didn't think it was possible, but some cruel bastard has trumped the Mid-Levels Dog Poisoner.

Three vets ruled out the possibility the dog had been born without legs ...

The dog, named Pan Pan by its rescuers, was ... happy and eating well, so there was no need to put him down ...

It's not the dog that needs to put down.
