Want to prevent itinerant people from camping out beneath an overpass?

That's cold. It would take two mattresses to deflect the discomfort of lying there, but discarded beds are uncommon. Cardboard wouldn't work. Vagrants wouldn't try; they'd move elsewhere.

Hong Kong has about 500 homeless people; wouldn't the money poured into protecting this overpass have been better spent helping house some of them?
