Japan passed a law requiring that camera phones emit a loud click when a photo is taken. Hong Kong has no such law; it isn't illegal to use a camera phone in this manner. Police resort to charging offenders with loitering, disorderly behaviour in public places and offences against public decency.

Until a privacy law is enacted, girls may want to wear longer skirts as protection against Peeping Tongs.
