Perverts love camera phones; most are arrested for taking photos up the skirts of school girls. Some enjoy clandestine photography in locker rooms, which has led to a ban on the devices in many clubs. Much of what gets taken ends up on the Internet.
Japan passed a law requiring that camera phones emit a loud click when a photo is taken. Hong Kong has no such law; it isn't illegal to use a camera phone in this manner. Police resort to charging offenders with loitering, disorderly behaviour in public places and offences against public decency.
Until a privacy law is enacted, girls may want to wear longer skirts as protection against Peeping Tongs.
