Leave it to the Independent Commission Against Corruption (ICAC). Using cartoon characters aimed at kindergarten-aged kids, the ICAC helps kids grasp abstract concepts and positive values such as honesty, fairness, responsibility and law-abiding. It calls the effort moral education.
