During cold snaps, Hong Kong government press releases are a never-ending source of amusement.

Take this one, for example:

Owing to wet weather, motorists are advised to drive with extra care.

Extra care? That implies a step up from driving with care. Let's not set the goal too high; give the folks a target they can hit.

Traffic Police pointed out that under such condition, twice the normal stopping distance is required. Motorists are therefore urged to reduce speed and to extend the distance between themselves and the vehicle in front.

Hong Kong drivers are among the worst tailgaters on the planet. Extending the distance from six feet to twelve will make little difference.

For safety reason, motorists are also advised to turn on headlights to improve visibility while driving.

It'll make it easier to see the bastard that's about to run you down.

They should pay careful attention in changing lane.

Shoulder-checking would be a welcome change.

Pedestrians are advised to take heed of traffic while crossing the roads, particularly at busy junctions or when their view is obstructed.

Since when do pedestrians take heed of traffic? Everyone in Hong Kong knows that busy junctions are a good place to cross, especially when traffic is bottlenecked. Being wary of obstructions is good advice in wet weather, because instead of being scrubbed into the pavement by that minibus you didn't see coming, you might be dragged for blocks.
