He's local because not many foreigners eat from these open food stalls. One can identify Hong Kongers by the way they eat food off the skewer.
If a person stands straight up while eating, he may not be from Hong Kong. A true Hong Konger will eat from the stick while bent forward at the waist. This way, the drippings and grease won't land on his clothes.
This is snacking, Hong Kong-style.
