Danger! Park Bench!

Gee, this park bench doesn't look dangerous ...

View large image The bench looked fine. How do they determine what made the bench dangerous? Did it have a history of injurous behaviour toward unsuspecting passers-by?

The tape marked off a small section of a broken flagstone. It was so small I hardly noticed it: not enough to warrant a danger sign, but the park maintenance crew was concerned about women in heels or older folks with canes.

Yet their control measures were comical.

How many people have bumped into that out-of-place garbage container?
