In cities such as Singapore and Tokyo, workers have access to everything underground via CUEs, or common utility entrances, otherwise known as manholes. In Hong Kong, digging up the pavement is standard. I've seen streets dug up and repaired, only to be dug up the following week by another contractor.
Why can't a city with an amazing public transportation system, incredible skyscrapers and other engineering marvels grasp the concept of service arrays?
